I believe "Wind up of the War in Europe" is just a turn of phrase which was used in Seedie's, a compendium that charts the awards made to the Royal Navy during the Second World War, for which there is a distinct volume on those for Coastal Forces. The London Gazette published notifications of the awards, which seldom go into much detail and are sometimes grouped around very general headings, like Birthday Honours and the like. In addition, some awards are for good service over a period of time and don't always relate to a specific event as such.
